EDITORIAL (06/01/2015)
O ministro da Fazenda, Joaquim Levy, apresentou ontem em seu primeiro discurso como titular da pasta um esboço das medidas que pretende administrar na combalida economia.
Sem meias palavras, Levy admitiu “possíveis ajustes em alguns tributos”; anunciou a simplificação de tributos, o que é positivo, pois desburocratiza o sistema tributário possibilitando ampliação da base de arrecadação; fim da guerra fiscal entre os Estados com a reforma do ICMS e realinhamento dos preços administrados pelo governo, ou seja, aumento da energia elétrica e da gasolina.
O ministro também se manifestou contra a concessão de subsídios a alguns setores da economia, caso do setor elétrico. Também estão na sua mira os benefícios fiscais e desonerações concedidos a alguns setores, como o automobilístico. Para ele, isso é uma ilusão, pois só enfraquece a economia. Por fim, o ministro mandou um recado: “Qualquer iniciativa tributária terá que ser coerente com a trajetória do gasto público.”
Resumindo, a receita do ministro é aumentar a base de arrecadação do Estado, cortar gastos aumentando os preços dos serviços públicos e manter o equilíbrio entre receitas e despesas. Para Goiás, fica uma preocupação com a fala do ministro: o fim da guerra fiscal, mecanismo que permite aos Estados emergentes conceder benefícios fiscais para atrair empresas e claramente condenado por Levy.
